One of Australia's most experienced infrastructure commercial and estimating leaders, with senior roles across engineering, estimating, procurement, commercial performance and project support.
Over a 32-year career with Transport for NSW, Jeff has held senior leadership roles across engineering, estimating, procurement, commercial performance and project support.
Unlike traditional estimating consultants, Jeff has worked across the complete infrastructure lifecycle — from strategy and business case development through procurement, design, construction and asset integration — giving clients practical, independent advice grounded in real-world delivery.
He established Transport for NSW's Estimating Insights function, developed estimating policies and governance, and led the implementation of enterprise benchmarking systems still in use today.
